Plan is to use redesigned versions of those ones when the redesign happens. It is just a way to make the transition easier :)
Haven't redone them yet, since I am not sure if signatures and profile images can be bigger.

The HRE wouldn't mean much nowadays, considering the majority of its land is already in the German nation and I can't see any wish for those particular provinces that were former members to be allowed in by Germany, or the need for it considering with other groups around nowadays replacing in terms of collective security.
